About the Fund
The Refugee Impact Fund is a governance-led investment vehicle designed to mobilize institutional and mission-aligned capital toward refugee-led and refugee-inclusive enterprises across Canada.
The Refugee Impact Fund is currently in structured development. No capital deployment has commenced. Information provided does not constitute an offering. The Fund is aiming to launch by the end of 2026.
Creating opportunity where capital has been absent
Refugee population growth in Canada is a structural reality reshaping the country’s labour and entrepreneurial landscape. Refugee-led businesses are forming, scaling, and contributing economic value, yet capital allocation has not kept pace. Despite clear evidence of capability and market participation, refugee entrepreneurs remain significantly underinvested. This gap between demographic reality and capital access represents a growing, largely unaddressed economic opportunity.
The Refugee Impact Fund is the first investment initiative in Canada focused on deploying capital into refugee entrepreneurship as a market opportunity.
Experience that turns opportunity into investable pathways
By building on Jumpstart’s established infrastructure, relationships, and track record, the Fund is uniquely positioned to reduce risk and convert opportunity into investable outcomes. Rooted in Jumpstart’s 10+ years of nationwide experience supporting refugee employment and entrepreneurship across Canada, the Fund will draw on deep insight into refugee-led economic pathways, business engagement, and enterprise development; informing how and where capital can be deployed most effectively.
Long-standing trust with refugee communities and delivery partners allows us to identify viable enterprises early and support them through growth. This ecosystem access gives investors exposure to opportunities that traditional capital rarely reaches.

A Structured Capital Platform in Formation
Current Stage
The Fund is in formal design and early capital formation. Governance architecture, Investment Committee composition, capital structuring strategy, and compliance frameworks are being finalized in preparation for pilot deployment.
Governance & Structure
During development, the Fund operates under the oversight framework of Jumpstart Refugee Talent. Upon first close, governance is intended to transition to a structured pilot model including a majority-independent Investment Committee, defined conflict-of-interest protocols, third-party fund administration, and clear separation between management and fiduciary authority.
Leadership
The Fund is being developed by a cross-sector team with experience across social finance, refugee entrepreneurship ecosystems, governance modeling, venture development, and institutional fundraising. Detailed biographies are available through the Investor Relations Portal.
Capital Formation
The Fund is currently engaged in structured capital formation discussions. Target size, tranche strategy, and deployment pacing are being calibrated to align with governance readiness and validated pipeline intelligence.
Investor Relations Portal / Data Room
A secure Investor Relations Portal is being established to provide qualified investors with access to governance documentation and capital formation materials as they are finalized. Access is granted by invitation following direct engagement with Fund leadership.
